This is a common false positive related to PyInstaller, which was used to bundle the program. (See this similar issue.)
You can manually restore the quarantined file in Microsoft Defender.

If you are worried that the file might actually contain a Trojan (it does not), then you can run the Python code yourself, as described in the README:

Alternatively, you can install manually by cloning this repository and installing the dependencies in requirements.txt. Run taggui/run_gui.py to start the program. Python 3.11 is recommended, but Python 3.10 should also work.
