I also ran into issues setting this up, but my issue was related to not using an Organization in Gitea. This is working for me now with the following setup:

1. Local Gitea server running inside docker:

• An organization
• A repo within the organization
• A user "Jenkins" with write access to organization (not sure if write is necessary)
• A Jenkinsfile in the root of the repository

2. Local Jenkins server running inside docker:

• Gitea plugin and Gitea Checks Plugin installed
• Gitea server configuration filled in (I'm using the Gitea user I setup "Jenkins" with an Application Key)
• Create a new item -> Organization Folder and add a Gitea Organization to the Repository Sources section and Save
• Click the "Scan Gitea Organization Now" button and once complete it should pick up the repositories/branches that contain a
  Jenkinsfile
• Builds under this organization in Jenkins should send status back to Gitea
