If you're building work-in-progress jDocker (SNAPSHOT), you'll probably want to build that first
https://github.com/nirima/jDocker
also -DskipTests in the mvn commandline will prevent you having to specify a docker host for tests to run.

As magnayn mentioned. You need to get jDocker from https://github.com/nirima/jDocker
mvn -DskipTests clean install
Then in the docker-plugin
mvn clean package
The plugin will be the *.hpi file in the target folder.
