No. Rather than discovering, it's a mandatory configure flag (--with-apache2-apxs). This allows for installation into arbitrary apache2 installs. For instance I've got a debug only apache2 install which I compile from source for testing.
Feel free to add it If you want to discover apxs/apxs2 when --with-apache2-apxs is not given during configure.
