This is a serious and longstanding bug. The editor should keep both the top and bottom of the scrolling text area always visible - instead of becoming hidden under the soft keyboard and beyond the header.
When I stroke or "grab" the text field to scroll, I often cannot reach the top nor bottom of the file. The scrolling just Stops! A side effect of scrolling up is that the header sometimes dissappears and the slider control jumps position. That is definately when the bug shows. If I can see the header, I can also reach the top.
When scrolling down, the scrollable text window stretches Under the Touch Keyboard and, perhaps, beyond the bottom of the Android screen!
I have had to work around this bug by dragging the text area until the scroll slider is visible (which also hides under keyboard), and then drag this slider down. This somehow informs the app (abruptly) and corrects the rendering, bringing the bottom of the text window up to the top edge of the soft keyboard, temporarily.

Perhaps Java.Touch is making some "reasonable" assumption about a Y axis variable being "constant" when, actually, the variable is changing during a Touch method instance. I am thinking about how the header toolbar dissappears while Touch scrolling, and how the bug shows afterwards... That would certainly be an example of a Y axis variable changing in the middle of Touch scrolling!
If Java.Touch is not listening for a Y variable update when the toolbar scrolls off screen, that would be "Interesting"!
The other scrolling methods, like cursor buttons, and the vertical slider, continue to work when Touch scrolling has "hung", and using either of them Does temporarily resolve a Touch scrolling issue.
