Guardian set command should be restricted to only bot admins and the guardian

Create a simple poll feature

• initiator can set the question and a couple of options
• while the poll is ongoing, bot will catch relevant responses
• users can edit or cancel responses
• initiator can stop or cancel the poll
• results of the poll will be published in the channel

Be able to schedule messages or reminders of any form.
