By user-oriented, I mean that WAOW (pronounced 'wow') doesn't concern itself so much with extending Wordpress or doing anything when you've logged into the dashboard (see https://piklist.com/ if you're interested in that). WAOW can be used to create a typical web application from within a Wordpress theme, where each page can have it's own custom logic.
