if you use Archipelago for your game, you can already choose your starting item such as Timespinner Wheel, by adding it as your starting inventory

Lightwall on Selen only happens if the randomizer already calculated that your first progression item is going to be the lightwall otherwise she wont give it

Quest arent considered for the randomizer at this point

Open Timespinner is something the community planned to add but i have on ETA on that
