i did solve the problem by installing pgAdmin3 in my virtual machine, running the server
using the ./odoo-bin file not running it as a service and putting the right addons path in the configuration file. HOPE it will help for other people.

Hi @Saharamusab I have the same issue. I have odoo12 installed o my machine and want to set up the database on amazon RDS, but getting the same err. I am very new to all this, would you please explain how should i proceed. I did not understand how I should install pgAdmin3. p.s. If I set up database on my local machine, it works perfectly. I am using linux 18.04 and installed odoo following this tutorial: https://linuxize.com/post/how-to-deploy-odoo-12-on-ubuntu-18-04/
