yum install gcc ?

I'm sorry because I've just moved to Fedora 31, so the previous issue doesn't happend anymore.

gcc were already installed on Fedora 30, like in Fedora 31.

But I have another error on Fedora 31 (with python 3.7.5 this time, the new default one), still related to gcc (9.2.1) execution.

It seems you are missing python headers.
sudo yum install python3-devel should do it.
