I also had the same issue. My OS is Ubuntu 20.04 LTS. I solved it in the following way.
In Distiller documentation, they have mentioned that this was only tested for python 3.5. Your dependency issue is related to the python version you used to create the virtualenv (python 3.8). Create a virtualenv with python 3.5. Activate the virtualenv and try $pip3 install -e . Then it will install everything without any issue.
ps: To create a virtualenv with python 3.5, you should have installed python 3.5 in your root. Since python 3.5 is bit outdated you will have to install it this way

Then you can create a virtual environment using virtualenv with python 3.5
