You don't need to register it at all, it should just appear if the URL is https (not HTTP!) and is broadcasted by any device. It might take a bit of time though, but shouldn't really.
I reached out to Scott Jenson (Google, Physical Web author) yesterday to explain some of our trouble with Physical Web after the move to Android Nearby.

A nice thing now is you can add "Nearby" to your shortcuts (swipe down from top) screen and you have a quick way to always find the physical web device.
