The requirements depend on the service type.
WFS
A separate WFS endpoint must be provided for each INSPIRE dataset, see also the technical guidance:
WMS
A WMS service may visualise data from more than one dataset, see also #30 and #42 (comment)
So under the assumption that the noise contours are indeed two different datasets (which the two different metadata records imply; and perhaps also required by Directive 2002/49/EC?), having one WFS service that includes the data of all years is against the requirements, whereas it is ok to have one WMS service that visualises all noise contour datasets.
