I figured out the cause of my errors. When I went to update the environment variables, I had simply did a windows search for "environment variables". What I didn't notice was that this opened up a window to edit the environment variables for admin instead of my user account.
Searching for "environment variables" in Control Panel pulled up the environment variables for my user account. Updating this PATH allowed McCAD to start working.
