You can tell something changed just by comparing client in p4config with current clientname
from perforce-buildkite-plugin.
Alternative:
Just flush @ that client
Pros:
Simple, no need for additional state on disk
Cons:
More fragile, if that workspace is still in use it will be wrong

Would we ever duplicate data from a host while still using that host?
A:
Right now, no. In the future we might, but this is an adequate solution.

Other caveats w/ markerfile:
Need to track which individual paths were synced to what repo, then walk back through that process
e.g.:
sync ...@99
sync depot/myfolder/...@100
sync depot/myfolder/file.txt@80
You have to store all this in a markerfile to replay the syncs as flushes
from perforce-buildkite-plugin.
