IdentityServer is a token service which issues tokens for existing users. IdentityServer does not create users.

Creating new users is a function of your identity management system and your user management application (which is something you'd need to build).

That's not actually the case though. When a user authenticates with a third-party authentication service, a new user is added to the database. So in that sense, IdentityServer does create users.

No, IdentityServer doesn't. There's no place IdentityServer needs to create user. This is why there's no API on the user service to do so.

Your user service might internally, so that's fine -- use your identity management library API to create the user according to your own logic.

CreateNewAccountFromExternalProviderAsync doesn't create a new user?

That's in the user service. IdentityServer doesn't know about it.
