I am against this for a reason: it effectively doubles the testing effort - every commit has to be tested (not only built) against two framework versions.

Manual testing maybe, unit tests would be identical.
Does your testing strategy afford all-out manual testing anyway?

Sorry but these are way more than just minor modifications.
.NET 3.5 doesn't have Task; so all the multi-threading in the GUI needs to be rewritten.
.NET 3.5 doesn't have System.Xaml.dll; so the BAML decompiler won't be available.
