Kibana configuration deployment requires a fully running Elasticsearch instance and its API. The script retries for 300 seconds, but then gives up.
Can you verify that Elasticsearch is running after the failed provision run? It might need additional resources or time, so you can also tweak https://github.com/Icinga/icinga-vagrant/blob/master/icinga2x-elastic/files/usr/local/bin/kibana-setup#L5

If I log into the box after it fails I get the following error:
