That is generally how make
works. make
is not an installer, but it calls various compilation related commands (or something like that). You install the dependencies yourself (and if you don't like that, well, that's why distros have package managers). In essence, what you're describing is not an issue, but expected behavior.
If this is something that even needs solving, perhaps the readme
can use slightly more detailed, distro specific comments on how to build htop from source.
