Came in to report this. Trying to repro another bug and hit the same issue
When I load https://cdn.skypack.dev/@hotwired/turbo, it has this comment web inspector:

Pinned mine to @hotwired/[email protected] for now, or switch to https://cdn.jsdelivr.net/npm/@hotwired/[email protected]/+esm
