This is intentional (although regrettable). If you run brew update-reset in your CI before you'll ensure that all the relevant taps are updated and shouldn't see this error. We're working to improve this with a better GitHub Actions workflow: https://github.com/Homebrew/actions/tree/master/setup-homebrew

@PurpleBooth This should actually be fixed for you now without you doing anything 😁. Longer-term I'd recommend the homebrew action but it's not even fully working for us yet so hold off for now.
