You may try to

1. Stop sddm service and pkill xorg, please enter to TTY2 first, use ctrl + alt + F2 or use ssh connection.
   For enable sshd service:

sudo systemctl start sshd
sudo systemctl enable sshd

2. Enter TTY2 to do the working.

sudo systemctl stop sddm
sudo pkill Xorg

3. Get the X11 configuration file by the sudo Xorg -configure

 sudo Xorg -configure

4. Modify the section for the monitor, then copy to /etc/X11/xorg.conf

sudo vim /root/xorg.conf.new

Section "Monitor"
        Identifier   "Monitor0"
        VendorName   "Monitor Vendor"
        ModelName    "Monitor Model"
        Option       "Rotate" "right"
EndSection

sudo cp /root/xorg.conf.new /etc/X11/xorg.conf

5. Restart sddm and Xorg

sudo systemctl start sddm

Done! enter the TTY1 by ctrl + alt + F1, it see the login screen is rotated.
