windows 7下cmake报错 getopt.c文件找不到 about ltp HOT 5 CLOSED

@lyuehh 现在的项目主干2.2.x版不支持windows，windows支持会在将要发布的3.0.x中实现。

另外：
我在mac上编译成功后，执行bin/ltp_test dp dat.gbk会报错:

libc++abi.dylib: terminate called throwing an exception

在Ubuntu上，执行bin/ltp_test dp dat.gbk会报错:

terminate called after throwing an instance of 'std::string'

@lyuehh 这个错误是没找到配置文件时产生的错误。

执行ltp_test时应该保证运行的文件夹内有 ltp_all_modules.conf这个文件，因为ltp_test只会在当前文件夹下找这个文件。（这个奇怪的设计也会在新版中去掉）
