There might be another package that we can use instead of ciso8601 that provides the functionality we need
from hikari.

@davfsa I chose ciso8601 as it is the fastest and most lightweight, but it needs a C compiler available.
It is either that or we enforce the user has VC++ redist 14.0 installed anyway...
Kinda tempted to go for the 2nd option, as it makes C extensions easier to add later lol.
