The GET /firewalls/{id} endpoint returns general information about a firewall (id, name, rules, etc.). To update the rules you only need the rules property. You can extract it with a tool like jq. With jq, the line you provided would look like this:

$ curl -H "Authorization: Bearer $api_key" https://api.hetzner.cloud/v1/firewalls/$firewall_id | jq '.rules' | hcloud firewall replace-rules <firewall_name> --rules-file -

By the way, you can also get the JSON output directly with the CLI:

$ hcloud firewall describe <firewall_id> -o=json | jq '.rules' | hcloud firewall replace-rules <firewall_name> --rules-file -
