Can not reload project with special characters about cybozulib HOT 4 CLOSED

I tested the old proj file with BOM, and it runs well. I think that the issue may depend on localization.
But your patch runs well on my environment (VS2019 and VS2022), so I've merged it. Thank you.

What version of Visual Studio do you use?
The old version of VS requires BOM and I tried array_test.vcxproj by Visual Studio 2022 and there is no error.
