Surely, there is some libnotify-Python binding.

Please check latest commit 6199b70 which contains basic libnotify support. Not complete but working. Libnotify support is disabled by default but can be enabled in Settings/Notification.

I noted it stops workign showing the notification bubble after a while on GNOME 3.6 Fedora 18 but in GNOME systray the notification symbols appear. I do not know if this is a bug in GNOME or if it will work again after a restart. Just in case you wonder.
On KDE 4.10 it works as expected, as it did on GNOME.
