Or perhaps Shift-"+" and Shift-"-" (actually _ ) -- so the view navigation and room navigation are the same key set, but with shift.

Sure, but where would the room go? To the top left of the current room? Top right? There isn't an obvious direction.

The convention in IF maps historically has been "where-ever it fits." Assuming that a user has added their compass rooms already before adding an up room, one behavior might be:

if user creates up-room:
  if no room in north, place up-room north;
  else if no room in ne, place up-room ne;
  else if no room in nw, place up-room nw;
  else place up-room north with offset; // overlaps north room with offset, user can then drag
