@likexian , why do you think ssh key is used here? The code clearly mentioned communicator = "winrm"

After defining winrm_password, the build hang at the step below and got timed out eventually

I finally figured out what the problem is here. Similar to a Windows VM on AWS, a user_data_file must be set first to configure WinRM before Packer could talk to the node.
