We were able to reproduce this in packer version 1.8.0
, 1.8.1
and 1.8.2
alongside packer-plugin-docker version 1.0.7
using the ECR url redacted-account-id.dkr.ecr.us-east-1.amazonaws.com
Once we downgraded to 1.0.6
the issue is gone so it seems like this regression is introduced in the 1.0.7
version.

Hi @evanstachowiak thanks for bubbling this up. This sounds like a regression with with the validation check for non-public ECR registries. I'm going to move this over to the Docker Plugin for Packer repo so we can track the issue there.
That said if you update the URL to include the protocol does it unblock the build?
For example updating the URL to look like https://account-id.dkr.ecr.us-east-1.amazonaws.com
