Successful scrape triggers tweet about engage-scraper HOT 2 CLOSED

I've added the TwitterUtils class that I've imported into the logic of the santa monica scraper. Anyone can:
0. Create a branch for make_tweet

1. Ask @owenjoseph or PM to create an app for Twitter and produce the keys and secrets necessary
2. Get environment variables for the keys and secrets (2 keys, 2 secrets... kind of an overkill from Twitter)
3. Create an instance of TwitterUtil with those environment variables
4. Test to see if Tweet is created on successful scrape (have PM remove the excess tweets... or see if there's a way to create a testing account/app) (I'm going to add a docker-compose yaml to this repo so you can pull it up to test scrape from santa monica city council to a local postgres container)
5. make a PR with the make_tweet branch.
6. Contact @eselkin with the keys/secrets to put into production
