Need to open this issue. This error appears today again. I did small research and its probably when the ARES is down (or another problem when not responding correctly). Today betwen 2019-10-04 01:08:37 - 2019-10-04 01:08:42 our 36 requests to ARES ends with IdentificationNumberNotFoundException + that Error.
Requests before and after this timeline are fine.

At this time i dont have it. But i added into our log that exception message and code. So when it will happen again, we will have useful info :-)

Error finally happened again. Sadly IdentificationNumberNotFoundException is without message and code is 0.
