firsts steps are implemented in branch features/gitlab-gist

some issues are met:
- the global /snippets API is not available
- listing snippets for each project takes forever, and is paginated (100 values at most)
- no argument has been implemented for the
projectparameter.

- The Merge Request for
/snippetsAPI support is under way for gitlab-ce !6373 (should land around gitlab v8.15). - A Pull Request to add support is python-gitlab has been written: python-gitlab/python-gitlab#187
