Gunrock does not use dynamic parallelism for SM. We only had one operator in past (older version of gunrock) called RepeatedForAll which had a version that depends on dynamic parallelism, which was never the fastest.
However, RDC (Relocatable Device Code or separable compilation) is set to true for our library. It is not just related to dynamic parallelism, it gives us the ability to make true function calls and thus access code from other "compilation units". So accessing functions from one cu file to another.
