Payload size about em-apn HOT 3 CLOSED

We currently truncate the payload in our application code since we only want to truncate certain keys.

We also have to handle our payloads specially since they're multibyte.

I'll at least add an exception if the given payload exceeds 256 bytes, but there's not a good way for a one size fits all truncation solution.

It will now raise an error (EM::WPN::Notification::PayloadTooLarge.
