Racket's send-url wasn't working for me on Ubuntu 12.04. I filed a PR with Racket about that, and meanwhile added "sensible-browser" as a quick work-around. I'm sorry it broke for you. Will try something else.

Just out of curiosity what system are you using and what command works on it? Although I don't want to re-invent Racket's send-url, knowing this from you might help me figure the best work-around.

I'm using NixOS. The last one before the use of "sensible-browser" worked.

@ebzzry With this, you might get prompted once for an external browser preference. This is a standard preference defined by Racket, and stored in ~/.racket/racket-prefs.rktd. You might already have that preference set, perhaps from using DrRacket, in which case you won't get prompted at all and it will just-work.

If you do get prompted, you'll have to supply whatever would open the browser on the command-line. Tip: Just be sure to include the trailing space in the dialog box for the first/left field. (This is Racket's dialog box not mine.)

At least that's my understanding. If you have any difficulties please don't hesitate to let me know.
