I reproduced this and tracked the issue back as far as the calls to
APM_RC.InputCh() in radio.pde. When the throttle channel is at maximum, the
roll and pitch inputs do not change in response to changes made at the
transmitter.
I observed this in Manual mode as well; re-titling to suit

Suspect that this is the throttle failsafe kicking in due to old firmware on
the 328. Taking back until I can confirm.

Verified that after updating the 328 firmware to the current version, this
problem no longer reproduces.
