I got the same issue.

In my case, this was related to the permissions of the kube-state-metrics and the kubernetes itself.

You can check this repository that contains all the configurations, and files to get the pluggin up and running:

At the time, I think that the issue was related to the clusterole, in order to have access to kubernetes:
https://github.com/andre-lx/grafana-prometheus-exporters/blob/master/manifests_monprivate/prometheus/kube-state-metrics/rbac.yaml

This file, was copied from the kube-state-metrics repository, and include all the metrics, so please be careful before use it.
