Hi, Jim.
It's not something I can easily provide for free. Geocoding (address => lat/lng coordinate) is pretty hard, and the available services are typically not-free or can't be embedded in an API (e.g. the Google Maps API cannot be hidden inside an API according to their terms of service).
If you can do the geocoding part, you can use the GIS API, see http://www.govtrack.us/developers.
