I am also having the same problems when trying to use the quickstart file for google sheets API.

This isn't so much an issue with the quickstart as it is with ruby. Depending on how you installed ruby and when, you may not have the correct root certificates installed.

Suggest checking stack overflow and others for instructions on how to update ruby or your certificate bundle. For example, try https://stackoverflow.com/questions/37336526/getting-ssl-error-in-ruby-on-windows
