I was trying to connect to ssh into a VM on gcloud from a docker container. The default user when running a Docker container is named "root". Unless specified, the gcloud compute ssh command uses the local username just as ssh would. Now, the key propagation does not seem to like the name "root".
I was able to get this to work by adding a USER@ prefix to the machine name as mentioned in https://cloud.google.com/sdk/gcloud/reference/compute/ssh#USER
Pretty much any user name works.
