Add support for the Storage Transfer service about python-storage HOT 6 CLOSED

I beleive this is a straightforward codegen issue, mapping the files in https://github.com/googleapis/googleapis/tree/master/google/storagetransfer/v1/ into a new google.cloud.storage_transfer package.

Do we need to create new path as you mentioned google.cloud.storage_transfer ?
Path will be https://github.com/googleapis/google-cloud-python/tree/master/storage_datatransfer .

If so, from where do we get gapic classes. Or do we need to create those too?

There is still no artman config present in https://github.com/googleapis/googleapis/tree/master/google/storagetransfer/v1, so we can't run the gapic generator.
