Im having the same problem running locally my next js app.
The Lighthouse ads audit (from chrome) and from https://developers.google.com/publisher-ads-audits?hl=es-419 (on production and vercel previews) gives me this error messages.

Ads are no visible on the preview image (but they are vivible in the browser app)

• No ads were rendered when rendering this page.
• The GPT tag was not requested.

Also, cloning and running the https://www.npmjs.com/package/lighthouse-plugin-publisher-ads tool (version 1.5.7-beta ), it returns none of the previous messages and the preview shows all ads on viewport render ok.

In Google 80 beta Dev Tools this error is also displayed, although ads are served in the preview window.

October 2020, and still seeing the same issue.

I'm seeing ads rendered in the preview display and in View Trace, and I'm receiving the message "No ads were rendered when rendering this page."

I'm getting the error when running lighthouse directly from Chrome.

@scattlecat Isn't your error caused by the CMP? Lighthouse won't click 'OK, allow cookies' and ads will only load after consent has been given.

I am also having this issue, no cookie consent issues. Ads definitely load during the profiling 🤷
