Thanks @mozzy11 for working on this. The main two places that we have such RPCs are in OpenmrsUtil and FhirStoreUtil. Please also note that if we do #29, we may need to revisit this issue too.

i was basically trying to check internet connectivity and the availability of the FhirStore sever ,before Uploading to the cloud

and also on failure to put or get , the connection is closed
