Yes, this is a good idea. The in-page navigation on the Bootstrap site is one way to do this.

Regarding your note: GoPkgDoc uses lowercase ids for its own ids to avoid clashes with the package's exported identifiers. The exported identifiers start with an uppercase character. Here's an example from the mgo doc: Index and index.

Using fixed-position bars can result in a bad user experience for people with small screen resolution. For instance, the new version of Google Groups has a lot of fixed-position elements which uses a lot of screen real estate.

For instance, on the laptop I'm currently using the screen resolution is 1024x768. The viewport in Firefox is about 902x712. Consider the new version of Google Groups, which uses 157px for fixed-position elements at the top of the screen. This consumes about 22% of screen real estate and leaves only 555 pixels.
