Run docker CI stage only on master about beast HOT 7 CLOSED

We should run deploy stage only on master. build/test should run on all branches.

Yes, but still the deploy stage is run for PR's eg: https://travis-ci.org/gojek/beast/jobs/568362294 So basically adding correct conditional/fixing that issue.
