None, I'm afraid. rah_flat doesn't import plugins, just templates.
Installing plugins is an event based operation and requires invoking an installer. This installer must be run outside userland, in a 'sandboxes' environment that has no other plugins in it. Thus it doesn't fit rah_flat's workwolf and trying to do plugin update runs from rah_flat could just end in a fatal error, and ultimately can never be done transparently.
Your best options to installing plugins are the same as with rah_flat itself; via the web interface or using Composer. For importing plugin project/package directories, there then is rah_blobin too, but I don't recommend using it. There is also the built-in plugin cache directory too, but it can only support very limited plugins (its primarily meant for plugin development); due to loss of events and meta, cache only works with plugins that do not relay in installers, life-cycle events, load order, flags, offer options panel or need to subscribe to a specific interface.
