@kisielk here is a first quick pass: https://github.com/go-audio/examples/blob/master/format-converter/main.go I was running out of time so it's a pretty lazy implementation that loads the entire file in the buffer instead of streaming the buffer. I'll get back to it a bit later.

Note that this API is mainly about decoders/encoders which obviously is quite different from the processing APIs. I think what's important in this case is to have a way a decoder output a buffer format that can be used by the encoder. Note that I didn't have to use var buf *audio.IntBuffer I could have used var buf *audio.Buffer and then use the AsXXX method, but because I knew I would only process int values, I didn't bother.
