I think the problem here is that the test inputs are bad. The test framework feeds it uniformly distributed values between -1 and +1, and failures occur when the base value is -1. It doesn't make sense to allow negative bases.
The generic implementation is just powf, and its documentation says:
If base is finite and negative and exponent is finite and non-integer, a domain error occurs and a range error may occur.
Failure cases are also possible when the base is zero, so the test should probably feed in positive bases only.
