here is the perspective on those two points.
- DPDK: Its just a way for us to pin point a version to control upgrades.
- upgrade to buster for the packages would be a good first contribution. That would be a new docker file and firing it a way and seeing if all of it works.
I would recommend that you try to play with the tooling a bit more and that would drive you into more specific issues that you can ask here. Which will get you to the point to be able to contribute more.
